August 17 Plenary Keynote Presentation

Director Ed Sniffen is a recognized Hawaii department of transportation leader on the topic of resilience. He has served as the chair of the Committee on Transportation System Security and Resilience for the American Association of State Highway and Transportation Officials and has testified on Capitol Hill about a variety of infrastructure resiliency issues as well.

Presentation Title: Driving Innovation: The influence of forecasted conditions and state priorities on project selection, design, and material choice

Dr. John Harvey is Professor of Civil and Environmental Engineering at the University of California, Davis, Director of the UC Pavement Research Center (UC Davis and Berkeley), and Director of the City and County Pavement Improvement Center. He is Principal Investigator for projects for a wide range of pavement materials, design, asset management, cost, and environmental topics for the California DOT, FHWA, FAA, CalRecycle, California Air Resources Board, Transportation Research Board, other state DOTs and industry. He has previously worked in pavement consulting in Nigeria and Texas. He has a BSCE from Oregon State University, and MS and PhD from UC Berkeley. He is the founder of the International Symposia for Life Cycle Assessment of Pavements. He is a professional civil engineer in California.

Presentation Title: Improving pavement sustainability through integrated design, construction, asset management, LCA, LCCA, and S-LCA

Abstract: Engineers, planners, asset managers, materials suppliers, contractors, and policymakers are focused on improving pavement infrastructure sustainability, and increasingly considering climate change resilience. This focus is often on materials, however, the decisions and practices in design, construction, and asset management are typically more important in achieving desired environmental, cost, and social outcomes. This presentation discusses the tools of mechanistic-empirical design, asset management, performance-related tests and specifications, construction quality assurance, environmental and social life cycle assessment, and life cycle cost analysis can be used together to achieve the desired outcomes, and their data and models can be integrated in efficient web-based systems.
